Do you think other people in the Capitol support the rebellion?

I was thinking about how the head gamemaker was in on the rebellion, and how he showed it with his watch. Do you think there are other people in the Capitol who know what the mockingjay really stands for? Katniss thought of them as just mindless people, but she thought the same of the head gamemaker. Maybe Cinna and the head gamemaker aren't as rare as we think.
