Did anyone else notice that district 13 was like the capitol?

im not done reading yet but im so annoyed that district 13 is so like the Capitol, maybe even more strict then the Capitol.
but i love how Suzanne showed what each side of a war is really like, and not a sugar coated version.

And did anyone notice how President Coin is so like President Snow in the beginning?

Yes and I loved it! I think it's a lot more realistic than the usual good vs bad side. I think it's a great statement about war. It's grizzly and eventually so many people die you start to wonder if what you're fighting for is worth all these deaths. Eventually the only way to win is to be as horrible as the Capitol has been. And district 13 didn't question it. Gale didn't even question it. And that's the problem.

I expected District 13 to be strict but the prudence in the manner of routines annoyed me though.

the way 13 ran the government totally remind me of the book 1984. with everything be scheduled and all of them wearing gray.
