Anybody have a guess as to what Gale was trying to tell Katniss at the Justice Building after the reaping?

It has been nagging at me ever since that page that it was on ended, and I have NO IDEA as to what it was!!!

Ha ha, well, I only say that instead of "I love you" because he says remember, and she didn't know that he loves her.
