The Hunger Games Question

Has Katniss changed her mind about the Capitol? (see additional information)

At first, in the beginning of the Hunger Games, book 1, It is clear that Katniss dislikes, possibly hates, the people of the Capitol. But, after meeting her prep team for the Games-especially Cinna- do you think that she had changed her mind about the Capitol people? Or is she just hiding her feelings?

I think Katniss turns the hate that she has for the Capital and decides that it's not the Capital's fault why things are the way they are and directs everyone's problem's at one person. President Snow. Katniss doesn't hate the Capitol. She hates President Snow who represents the Capitol.
