Do you think that Peeta would have told Katniss how he felt about her if they hadn't gone into the Games together?

Peeta always said that he'd had a crush on her from the day he saw her. But, Katniss also mentioned that he had never spoken to her before. Would he have spoken to her EVER if the Games didn't make him? Or would he stay confined to himself, and watch Katniss fall for Gale?
