In Mockinjay it was voted that the 2nd Hunger Games will start.But did it start?I didn't think so because Katniss killed Coin.

Yes they did...the setting was the jungle/water. It was like a clock with the traps but everytime the island spun around they had to figure it out all over again. they "cut it off early' and pulled katniss and them up before it was due to end. they were never going to kill them all.
