Well Katniss loved Rue in a different way then she did Peeta. It like.... it like when ...... I don't know how to explain it.... ok Katniss loved Rue as a sister. A really good sister. Katniss loved Peeta in a way like kissing and marrying and stuff like that. She loved them both in completely different ways.
