You're suggesting the idea that she stayed with him because she depended on him. But their relationship must have started before the Quarter Quell, and at that time, she could have depended on Mags as well as Finnick, and her own family too possibly. She wouldn't have HAD to depend on Finnick. So she wouldn't have to get into a relationship with him if she didn't want to do so.
