No idiot (spoilers ahead) after the Capitol rains fire bombs on District 12 Gale take about 800 to the Meadow he has to feed them all for 3 days when a hovercraft takes them to District thirteen. This and that happens and Katniss gets the chance to kill snow he is tied up in front of her and when she shoots it hits Coin who was to be future president and was mayor of district 13. Snow then dies choking on his own blood. They quickly have a re-election and paylor (previous mayor of 7 i think?) becomes president and da da da da happily ever after.

Well technically no one does... Those who died in the games are dead, and even the victors won't have a happy life afterwards. In these games you either lose your life or your happiness, and I think both ways are horrible. Those who get killed obviously lose, and those who murders people will have nightmares. Remember how katniss said "if you kill a person, he haunts you forever in your dreams." Or something like that. I don't think even the Capitol wins, seeing how the book Mockingjay ended...
